Terraforming the Ocean Surface

One recent book, the Millenial Project by Marshall Savage, details a plan to make the oceans into a suitable habit for large-scale human settlements. Other popular media with this as a backdrop include the TV show SeaQuest. The Deep Blue scenario would benefit from the rich aquaculture which is possible therein, but suffers from the technical difficulty of creating large tracts of floating "land".

SeaQuest is set in a time when mankind is moving closer toward utilizing the full bounty of the earth and has establishing small undersea farming, mining and manufacturing communities. Men are busy plumbing the depths with new technology and good old-fashioned frontier spirit. Quote: "In 2005 the UN's Law of the Sea Treaty was cast aside, water based international borders were ignored, and underwater anarchy reigned. State confederations emerged dominant in the new multi-polar global political environment that dawned as the end of the war was in sight."
