The major problem with settling the moon, apart from getting there, is that it lacks several essential elements in quantity - Hydrogen, Carbon, and Nitrogen. Nonetheless, it may be possible to import, find, or filter enough of these elements to proceed.

The moon is a good candidate for underground or domed settlements. Unfortunately domes would have to be quite thick for radiation protection, and the two-week day-night cycle will make it hard on plants. It may be that settlements on the Moon end up being mining outposts for people who live in L-5 O'Neill colonies.
